Eight years later the same electorate passed Issue 2 (2023) by 57-43 as a citizen-initiated statute under Article II § 1a — with no oligopoly clause, creating the Division of Cannabis Control. The 2015 companion measure (Issue 2 of 2015) added an anti-monopoly clause now at Article II § 1e. Downstream: Ohio Senate Bill 56 (2023-2024) created a $50-filing-fee expungement track for prior possession convictions under 2.5 oz; Ohio's Residential Property Disclosure Form now requires cannabis-cultivation history disclosure; cannabis-business licenses are now recognized probate assets transferable through Franklin County and Cuyahoga County probate.
